Do Dogs Have To Be Restrained in Cars?

Upcoming, Florida's restrict the left lane to unrestrained dogs in automobiles. Florida state senator Lauren Book is funding a bill, SB 932, that concerns animal welfare and covers a lot of ground. It contains words restricting animal testing for cosmetic products, inhibiting the declawing of cats, and generating a public registry of animal-abuse perpetrators.
The contains the bill that concerns "stopping a person from the transportation of dogs on public roadways." What, do they want to outlaw your dog sticking his head out the window?

The first part of the bill states, the dog-transport portion (and driving are various) suggests that you can't have a dog on your lap while you're driving. I agree the chances are dogs in your lap while driving, weights less than 10 pounds. And if that's not the sort of dog on your lap—as in, a large dog should not be between you and the controls of your automobile. Whereas, a dog secure in a backpack while driving a motorcycle’s okay. Unquestionably, a dog in a motorcycle sidecar, reason, we're pretty certain that's the Florida state flag. 

Thirdly, you cannot it would be illegal for your dog to stick its head or any other body part outside the vehicle window while you are operating on a public road.

The rule is nearly an irrelevant point likely SB 932's after rules about dog restraints in motors.
